Principals in the talks acknowledged that a tentative budget agreement reached Thursday night between Congressional leaders and the White House would provide for the use of an obscure procedure known as a reconciliation on a health care bill, allowing health care legislation that meets budget targets to be approved by a simple Senate majority.

That's rubbish.  Every bill has to pass a vote in both chambers AFTER reconciliation.  Jesus fucking christ are these journalists just brain dead or was that some sort of subtle propaganda?

The reason they use the budget for this as opposed to any fucking bill is because the final vote on the budget is traditionally un-fillibusterable by the Senate.

There's nothing "arcane" about it.  It's perfectly normal.

Senators can generally filibuster the conference report itself. The Congressional Budget Act of 1974 limits debate on conference reports on budget reconciliation bills to 10 hours in the Senate, so Senators cannot filibuster those conference reports.
